JIRA Dashboard Displays JavaScript Error if Accessed via Internet Explorer

Symptoms

Internet Explorer shows an exclamation mark Warning to indicate there is JavaScript error.

Diagnosis

There is no error thrown by any gadgets.
Turning on the JavaScript debugging will show:

Saving the shortcuts.js file will show that the GET return Content-Encoding: , gzip instead of Content-Encoding: gzip

Cause

GZIP compression is enabled in JIRA.

Resolution

Turn off the Use gzip compression via Administration >> Global Settings >> General Configuration.
